Biography

Moskalenko Vladimir Vasilievich was born in Korosten on September 29, 1953 in the family of railway workers. Citizen of Ukraine.
He graduated from the Korosten city general education school No. 8 and the Maritime School in the Estonian city of Pärnu. He worked as a sailor of the Estonian shipping company, in 1971-1973. After completing military service in 1974, he returned to his hometown and continued his labor activity in the locomotive depot of Art. Korosten as a mechanic and then as an assistant to a locomotive driver. In 1976 he was elected secretary of the Komsomol organization of the locomotive depot, where he worked until 1978. From 1978 to 1990. worked as a secretary of the Korosten city committee of the Komsomol and the city committee of the Communist Party of Ukraine.
In 1990, in an alternative election, he was elected first secretary of the Korosten city committee of the Communist Party of Ukraine. After the termination of the activities of the Communist Party in 1991, he created the production company “Veras”, the director of which he worked until 1998.
Higher education. Graduated from the Faculty of Philosophy of the Kiev State University. Shevchenko (1981) and the Kiev Institute of Political Science (1992).
In March 1998 he was first elected as the mayor of Korosten, in 2002, 2006 and 2010. re-elected to this position. In the past – a deputy of the city council of five convocations.

By the decision of the XXVI session of the V convocation, he was awarded the title of “Honorary Citizen of the city of Korosten” for special merits and achievements of the city in socio-economic and cultural development, strengthening of partnerships with other countries, high efficiency of leadership of the territorial community for twelve years in elective office (1998- 2010) and active social activities.

Even in his youth, he became interested in philosophy. When asked why he chose this particular science for study, he answers, citing Epicurus, that no one, while he is young, leaves the study of philosophy, so it was rather a subconscious choice. Today, he fully shares the opinion of the Ukrainian philosopher Grigory Skovoroda that philosophy, or love of wisdom, directs the whole range of its affairs to the goal of giving life to our spirit, nobility – to the heart, lordship – to thoughts, as the head of everything. Therefore, both in everyday life and in professional activity, he is guided by the Christian principles of mercy, tolerance, love for one’s neighbor and a personal philosophical understanding of life.
He has a daughter, Yulia, who, after returning to her hometown after her studies, became the head of Veras LLC, actively participates in public life and the development of the city. On July 13, 2007, she gave her father a grandson.

Activity
Vladimir Vasilyevich Moskalenko, as the mayor, reveals competence and deep knowledge from various spheres of socio-economic development. In the extreme situation that arose in connection with the radioactive contamination of the territory of Korosten as a result of the Chernobyl accident, he mobilized the relevant services and the population to ensure the uninterrupted functioning of the city’s life. The project for the creation of a special economic development zone in the city of Korosten, developed with the participation of Vladimir Moskalenko, formed the basis of the Law of Ukraine “On a special regime for investment activities in priority development areas in the Zhytomyr region”, which was introduced in Korosten.
Having highly appreciated the significant contribution of V.V. in overcoming the consequences of the Chernobyl disaster, improving the environmental legislation of Ukraine and the ecological situation in the city, awarded him the highest distinction of the All-Ukrainian public organization “Union-Chernobyl of Ukraine” with the order “Chernobyl Cross: Courage, Honor, Humanity.” cities, the work of industrial enterprises has been stabilized, small and medium-sized businesses are developing rapidly. Since 2001, Korosten has taken one of the first places in the region for the production of
industrial production per capita, wages are the highest in the Zhytomyr region and exceed the regional average by almost 21%.
Thanks to his high professionalism and experience as a manager, Korosten was recognized several times as one of the best small towns in Ukraine and included in the Golden Book of the Ukrainian business elite. The products of Korosten’s industry are exported to 14 countries. And as a result of this work – new jobs and additional income to the local budget, directed to solving the social problems of the Korosten residents and improving the glorious city. For the first time during his presidency, the Korosten limit was expanded by joining 4 villages to the city, which allowed their residents to improve the solution of social problems. …
According to the results of research carried out by the “Institute of Reforms”, Korosten took the 14th place among 50 cities of Ukraine in the rating of investment attractiveness. Vladimir Vasilievich initiated the implementation of a quality management system based on the international standard ISO 9001: 2000, making an important step towards European integration. As a result, Korosten became one of the six cities of Ukraine, which has implemented a quality management system (QMS) based on the international standard ISO 9001: 2000.
A trusting, open and transparent relationship is the main principle of the mayor’s work, and therefore more than 83% of the korosteners support him (according to the latest sociological research). Direct evidence of this is that in 2004 the local authorities were awarded a diploma of the Association of Ukrainian Cities for winning the All-Ukrainian competition of best practices in local self-government of Ukraine in the nomination “Power and Society: Trusting Relationships” and a bronze owl embodying wisdom and prudence.

Moskalenko Vladimir Vasilyevich initiated the creation of the Association of Prichernobil cities, the Club of Korostensky countrymen, the Association “Board of Directors and City Leaders”. To ensure conditions for a healthy lifestyle, a sports ground was created in the city of Korosten (2002). Economic development programs are being introduced in the territories affected by the Chernobyl disaster. In 2006, the second meeting of the Chornobyl Economic Development Forum was held in Korosten.

Taking care of preserving the historical heritage of the city, Vladimir Moskalenko initiated archaeological research on its territory, according to the results of which the International Archaeological Conference “Ancient Iskorosten and Slavic Castle of the VIII-X centuries”, held in the city, established that Korosten was 1300 years old. On the eve of celebrating the glorious anniversary of the city, Volodymyr Vasilyevich initiated the creation of the Association of Ancient Cities of Ukraine, which he later headed. Over the past few years, on the initiative of the mayor, many interesting monuments have appeared in the city: to Prince Mal, a memorial sign in honor of the Protection of the Mother of God, a memorial sign in honor of the small coat of arms of the UPR adopted in 1918 – a trident.
Particular attention is paid to the military-historical complex “Skala”, which during the Great Patriotic War became a kind of Brest fortress. The Rock is an example of a fortification, a pearl of engineering thought in the 1930s, the existence and history of which was undeservedly forgotten in previous years. Today, the object can rightfully be called a symbol of an entire era. Work continues on the creation of a national historical and archaeological museum-reserve “Ancient Iskorosten. The historical work “The Book of Korosten” was published twice (in 2003 and 2005), the author of which is the mayor Vladimir Moskalenko. Since 2008, thanks to the efforts of the mayor of the city of Korosten Moskalenka, an annual festival of potato pancakes has been held, in which both representatives of Ukrainian cities and the near and far abroad take part. For the second year in a row, the Concert of the author’s Orthodox song “Morning Dawn” has been held in Korosten, active participation in the preparation and the holding of the concert is taken by the local authorities, headed by Vladimir Moskalenko.
Much attention is paid to the development of physical culture and sports. In recent years, the network of sports and recreation facilities has grown significantly. The main sports arena of the city is the Spartak stadium. The reconstruction of the central stands and the football field of the stadium has been carried out, and the construction of a sports and recreation center is nearing completion. 2 mini – football fields have been built at the stadiums “Spartak”, “Lokomotiv”, sports grounds in microdistricts. Today Korosten has the best stadium in the region. Korosten has become one of the best sports cities in the region. In 2006, based on the results of work in the field of physical culture and sports in the Zhytomyr region, the city was awarded the winner’s cup for high sports achievements.
Much attention is paid to the improvement works that have changed the face of the city. The program “Okolitsa” has been developed, according to which the distant microdistricts of the city are put in order. Korosten is the only city in the Zhytomyr region that took part in the All-Ukrainian competition “The City of the Best Improvement”, according to the results of which Korosten took the II place in his category. The city has won prizes since 2003 in Ukraine for the improvement of the cities of regional subordination. Taking into account the need for an integrated approach to solving the problems of the city’s life in the transition to market relations, agreements were signed between the Korosten City Council and the Ukrainian Academy of Management under the President of Ukraine to develop a scientific project for the socio-economic development of the city and provided training deputy mayors at the Academy for master’s programs. For the first time in 2006, elections were held to the Youth City Council, whose activities are aimed at improving the situation in the youth environment.
The city authorities actively support the activities of public organizations: the Council of Veterans, the Women’s Council. Reforms of secondary educational institutions have been carried out: the Korosten city gymnasium, the educational complex “Kindergarten-school-gymnasium” No. 12, Korosten technical college, the advisory point of the Institute of Entrepreneurship and modern technologies. The Executive Committee of the Korosten City Council introduced the “City Mayor” award, which has been awarded to students who have won Olympiads in basic sciences for five years, and since 2006 – orphaned students studying at the city college have been paid tuition. With the support of the mayor openly and successfully operate in the city: the Children’s Rehabilitation Center “Faith. Hope. Love”, the first institution for terminally ill people in Ukraine – the Hospice of St. Helena, as well as a boarding school for the elderly.

In October 2020. for the 6th time he was elected the head of the city.

Mayor V.V. Moskalenko is respected and respected by the population of the city, since in his daily activities he always defends the interests of the korosteners, deeply knows their problems and is always open in communication with people. A principled and demanding, fair and tolerant, energetic and talented leader, an experienced manager with a philosophical approach, a professional in his field, has exceptional organizational skills, thanks to which he rallied around himself a creative, proactive, stable team.
